As far as I know, any child under the age of 12 should not ride in the front seat. Especially if you have a passenger air bag.

The child, if she/he is under twelve years old (age may vary by state/region) and generally 4'9" in height (about 148 cm) then they should be in the back seat, regardless of airbags or not. The back seat is the safest place for a child since they are the most protected there.

It depends on the law of yoru state. All states are not the same.

If you are talking about a child's car seat the answer is yes. Just make sure the car seat is installed in the rear of the van. Children should never ride in the front seat.
