There really is no RIGHT answer for this one. Once girls go through puberty that is when hair REALLY starts to grow. I had a friend that was made fun of in th 2nd grade and she now shaves. I am 13 and I shave my legs. it doesnt really matter.
i just like having no hair there. just be really careful shaving. you can cut yourself bad.

Really, you should start shaving when you feel hair in your underarms, arms, and legs. I'd say 10- whenever. Same thing, be careful shaving.
