A male Shih Tzu should be at least 2 years old before he is bred. This is to ensure he fills out into appropriate breed specifications and has finished growing and developing his muscles.

As a side note, unless you are breeding for working or show dogs, in general there is no need to breed your privately owned dog. There are thousands of puppies that are abandoned and euthanized every year in the United States because there are no homes for them.
