You should be atleast 6 years old. You can be older but you have to have responcibility over your pet. The degu is like a large hamster, some are vicious and some are friendly. i would recomend a degu as a pet.
This all depends on what gender your degu is. If you have a male degu, you should get a male degu, but if you have a female degu you should get a female degu. In other words you should get same sex pairs. But oviously if you want to breed get a male and a female, but be warned they breed like crazy!
