They will only ever wear armor and wield weapons better than the ones they have. They won't ever wear or wield lesser armor or weapons unless it is removed from their inventory. Stating that, while playing the game, NPC armor and/or weapons may not appear in their inventory list even if you attempt to pickpocket them. Another way to have them equip anything is to drop it near them. Most often if they see it being discarded, they will pick it up and use it, friend or foe.
In the construction kit, NPC's are initialized with their default equipment located elsewhere in other types of scripts, so your modifications may change over time or be cancelled by the initialization script.
the mages guild halls usually have someone who can recharge your weapons. but it can be expensive. you can also find varla stones in Ayleid ruins that will recharge all the enchanted weapons in your inventory.

Im not quite sure what your asking, but the guardians of oblivion are the daedra, ( the guys who wield big weapons and run around wearing daedric armour) and most of the creatures in the oblivion gates ie: scamps, clanfear, daedroths, astronachs ect...

There isn't one. There is only weakness to fire, frost, shock, magic, and normal weapons spells in oblivion. There is a weakness to disease spell in Morrowind, i think.
