You need download iTunes to your pc,and connect your itouch to your pc. Now open the iTunes, don't need to sign in the account, if you have,it is better. Find you itouch album from iTunes, and drag your music from pc to itouch ablum in iTunes.

It means you have un-ticked the box open iTunes when iPod/(any I device) is connected to computer. All you have to do is find iTunes and open it by yourself and then if you have MAC go to preferences and tick the box 'open iTunes when I device is connected'. Or if you have a PC access iTunes's settings and do the same.

iTunes for the computer is very different than the iTunes that you have on your iPod Touch. You can only have the iTunes from your computer when you download it for your PC (not for the Mac, there are two separate iTunes softwares) from Apple's website.
