What were they fighting over in the Peloponnesian War?

Athens had turned the league of Greek cities which was established to defend against Persia into an empire and when the Persian threat subsided, used the revenue for its own aggrandisement and to further its own interests. Other cities objected and turned to Sparta for leadership. There were several inter-city disputes bubbling and Corinth and other cities pressed Sparta to intervene. The final straw was Athens banning Megara from trade within the Athenian empire, which wpould have ruined it. Sparta asked Athens to relent, which was refused and war was declared.

Athens led the western Greek cities against Persia in the later stage of the 50-year war. After Persia agreed to peace, Athens continued to enforce the annual collection of war funds from the 180 cities, and used the money for its own aggrandisment, putting half its citizens on the public payroll, building programmes, and the arts - a golden age paid for by other cities' gold.

No - Athens was fighting for its empire. It had formed this empire from its allies for its own benefit. The ensuing war had nothing to do with democracy, it was about Athens' desire to rule 180 other cities as an empire - no democracy there.

How did the actions of the Athens square with its commitment to democracy?

A very Greek approach - what I do is right. The Athenian democracy was financed and made viable by levying contributions - by force if necessary - from its empire of a couple of hundred Greek cities which it dominated. Its democracy ('people power') extended only to the citizens of Athens. They agreed to laws and policies in fortnightly assemblies of the male citizens, the magistrates and generals carried it out. The cities of the empire obeyed and paid. Pericles agreed unabashedly that the confederation of these cities was in fact an empire of Athens. Democracy was for 60,000 or so Athenian adult male citizens. The women and children, resident aliens, slaves and the other cities supported and obeyed those citizens. That was their view of democracy, so it didn't need much squaring, to them at least.
