Plasma is a state of matter in which the atoms are ionized - either fully or at least in significant part. This state of energy may be obtained by applying energy from an external source. In your case, a laser may be used as a heating source. Modern industrial lasers are quite comon, and are in wide engineering use for cutting metal. Steel plate inches thick may be simply cut in complex shapes by an industrial laser. This is usually controlled by a CNC machine (computer numeric control), and results in an impressively smooth cut. Such an energy source may be used to create a plasma.
