When somebody does not have any money for food, he is obliged to get it somehow. It is called subsistence crime. Let's go on to people who can buy some food but no clothes and anything that a normal teenager can get. Sooner or later he/she will try to get the things he thinks he deserves. Negative emotions are increasing against anybody who can lead a normal life. Every time he goes out finds people who will judge him according to his appeaarance, smell or clothes. He will soon find a group/gang whose members can understand him and whose problems he shares. The situation is humiliating. At some point he will find it natural to punish or hurt the people who appear to be better-off. If he joined a gang, after they have committed something together first, the next occasion is compulsory. So it is a vicious circle and in this vulnerable condition there is nowhere to escape. The lack of proper education (again in connection with the standard of living) just worsens the situation: theft, burglary, drug abuse, insulting others, truculence come.
