That depends on the species of animal you're talking about, the rate of mutation, how long an average generation is.

In humans, it is very slow because between parents and a child there are only about 150 mutations, most of which are neutral. And our generations last about 30 years.

In fruit flies, who have a generation of only a few days, so the process is much faster.

Usually mutations happen at birth, and if it is a good mutation they will live longer and have more offspring who could have that mutation aswell and so on. If it is a ad mutation, they will die quicker and have less offspring. This is how evolution works.

It depends if it is a R.N.A or D.N.A . R.N.A can change very very quickly for an example Aids, that's why it is so hard to find the cure for it. D.N.A change very slowly for an example the cold. There's the mutate part of your question. Then it deepens on the condesions of the originisom if it's bad it will multiply very slowly but if it's good the you know that it's fast.
