"Black Luster Soldier" comes in rare, ultra rare, and parallel rare.
"Black Luster Soldier - Envoy of the Beginning" is either ultra rare or secret rare.
Now, "Black Luster Soldier" only came in "Duelist Pack: Yugi", and "Starter Deck: Yugi Evolution", which are harder to find, these days, because they're older sets.
"Black Luster Soldier - Envoy of the Beginning" is banned for tournament play, and was only released in North America through the "Invasion of Chaos" series, which can also be difficult to find.
Both these cards are fairly rare from the packs, but you could probably get a "Black Luster Soldier" off eBay for 2 or 3 dollars. It's not exactly valuable, for deck-building purposes.
The "Envoy" version, on the other hand, is priced at $20 or more, even though it can't be used for official tournament play.

eBay is your best bet. Please be prepared for that fact that 'really rare' does not in any way mean 'valuable', in Yu-Gi-Oh. The only cards that will fetch a high price are the most playable cards, or cards that are exceptionally rare, as in, less than 1000 printed (SJC prizecard, for example).
