I'm fighting with it too, looks I'm going to remove the fill tube for the washer fluid....and go from there
you have to go inside engine compartment to the front right side,then reach in and disconnect signal/parking bulb holder electrical connector.Then rotate the turn signal bulb holder 1/4 turn COUNTERCLOCKWISE to remove it.

Reach behind the bumper of the 99 Cavalier. There are two nuts that hold the turn signal assembly in. Remove the nuts to take the assembly off and replace it.

For LEFT front signal: (1) start engine and turn steering wheel HARD RIGHT - turn off the engine. For RIGHT FRONT turn signal - start engine and turn steering wheel HARD LEFT - turn off engine. (2) Looking at the plastic wheel well cover - remove clips and retaining screws - remove cover exposing the back of the light lens and the bulb socket. (3) Twist the socket 1/4 turn and remove the socket from the housing. (4) While pushing in on the bulb twist it slightly and remove it. Re-assembly is in the reverse order.
It has been my experience that a rapid turn signal indicates there is a burnt-out signal light bulb (either front or rear) on the side of the rapid blinking signal. If the right signal is blinking rapidly, the problem is in the signal lights for the right side (front or rear) of the vehicle. Turn the rapid signal on and step out of the vehicle to find which bulb is not lighting.

First pop your hood. After you raise the hood, and your looking at the front headlights. Directly above the headlights. In each corner of the headlight is a screw. remove that screw and pull the signal light right out. turn it over to replace old bulb. Once your done reinstall turn signal. Then tighten screw back!
More than likely you have a burnt out bulb at the front signal light, rear signal light, or brake light on the right side.
