You do not repair the relay. It will be best to replace them with know good ones.
You should not bypass the relay. Repair the problem.
Under hood, driver side.
Look for a loose or corroded battery cable connection or a faulty starter solenoid/relay switch.
if you have checked the voltage with a dvom then you need to verify that the power source at the fuel pump relay is correct, if it has the correct voltage pre-relay then your problem is post-relay. if the voltage is not correct pre-relay then simply trace and repair the power source. if the problem is post relay then check the output voltage directly at the relay, if voltage is good trace and repair line from relay to pump. if voltage is not correct then replace the fuel pump relay
A wire could be broken, a relay could be defective, it could be wired into the wrong relay, wires may have become disconnected, the plug itself may be corroded.
Check the Inadvertent Power Relay. It is located near the fuse panel under the hood, on the driver side. You'll need to pull the big cover to see the relays. Many times these relays - and they're sockets - can become corroded. Pull the relay and check for green corrosion. If corroded, gently clean the relay. Also check the socket, including the back where the wires go in. These can often be corroded as well. Sometimes the corrosion can be so severe that a wire will have broken. Resolder as necessary. That should fix it.

How do you repair 1999 Honda Civic Horn?
Turn signals that do not work is almost always, a blown fuse, bad bulb, corroded socket, or a defective flasher relay. If the lights come on but do not flash, it is the flasher relay. If the light does not come on, the bulb is bad or the socket is corroded. If one light flashes very fast then your front/rear light may be burnt out. If no lights come on, then your fuse is blown.
