And to be more honest the United States does not operate with a set budget and no amount of research would be able to derive one from the system we have now. Sorry that this is not a straight answer, but you will not be able to find a specific amount.

What is the advantages and disadvantages of the rolling budget system?I would like to change the word "Rolling" to "Flex" and hope that my explanation will make more sense with this wording. A flex budget is one that will flex from zero as the set point (median) and then the budget will flex in 10% increments to 150% in the positive direction. On the other side of zero point the budget will flex in 10% increments down to 50%. The flex is all based upon sales volumes moving. The percentages of expenditure will remain the same (as far as a %) goes. Ultimately the dollar value will change but will always remain the same % of the sales flex.
