Also, there are issues of pollution and disposal. Even relatively innocous advances can contribute to serious cultural impacts. Eli Whitney's cotton gin increased the economic value of a useful fiber, but it indirectly caused the country to rely on slavery (it make cotton seeds easy to separate, but cotton was still hard to harvest).
It seems that moral science would be a good thing, except that we cannot tell with much accuracy what moral or immoral uses will be made of scientific discoveries.
