A shemale is a term -only- used in the pornographic industry. It could refer to a few things, but mostly it is a person (who may or may not be transsexual), who has very feminine looks, and may have had surgery to their face, breasts, and sometimes other parts.. It's sort of a deviation from a transgendered person. Which they might be, however they use their status to star in pornography.
Never use the term shemale with a transgender woman.

Many of them therefore take hormones or/and have surgery to appear as the gender they are. Therefore, yes girls can be born with penises. Everyone with a male gender identity is a man, everyone with a female gender identity is a woman (and ofcourse there are other people too). Penis, vagina, whatever.
