Unless you are a certified Jaguar mechanic, you dont... You need to take it in to the dealer.
The engine would be running poorly and the check engine light should be illuminated with related codes.
The light is illuminated because the ECU has picked up a fault on the engine management system, and has stored a fault code. You need to diagnose & rectify the fault for the light to be extinguished.
It is normal operation. With "key on engine off" the check engine light should be illuminated so you can observe that it is properly functioning.

The easiest way to reset the check engine light on a 2003 Jaguar XJ, is to remove the fuse. Keep the fuse out for 10 seconds and then put it back in. If the engine light remains on you should see a mechanic.
If engine starts, Fevs, then dies. Check for diesel fuel in gas tank.

Excess fuel could be one reason. The check engine light should be illuminated. Check the codes and re-post results.
Most likely cause-valvetrain noise, check oil level, pressure, also possible engine knock. If you have a knock sensor, mil should be illuminated

The 1997 Jaguar power steering fluid reservoir is located on the back of the engine near the firewall. The top on the reservoir should be labeled as power steering fluid only.
Assuming you mean catalytic converter, if the converter is seriously blocked the engine may only idle but will not have the power to move the vehicle. You should have a "check engine" light illuminated also.
