Why am i studying
The government should balance the ideals of liberty and equality in terms of public policy through promotion of essential democratic values. Without limiting the liberty of the people, it will automatically lead to inequality of the citizens.
In Canada policy begins each province's ministry of education. Then policies are passed down to the school boards who pass them onto the schools. I should imagine the process is similar in America. This is in reference to the public system. I don't know about private schools.

I guess the real answer is it depends what you want to do in public health. No, you do not need to take the premed track if you would like to be a public health professional. In fact, you do not need any of the premed science requirements to get in to most MPH programs. Figure out what in public health you would like to do first (epidemiology, global health, health promotion, health policy, etc).
Canada offers high-quality education, diverse culture, excellent research opportunities, and a welcoming environment for international students. It also has a strong reputation for its education system globally.

If you're studying with a purpose, then you should be able to answer any questions about the topic you're studying on. Now, if someone asks you a question while you're studying and in deep thought, it may be rude for someone to talk to you while you're busy, but you should answer.
that is an excellent policy and should be enforced post haste - shame on the state legislature for allowing this double dipping to go on so long. It should be called what it is, immoral if not altogether illegal. Please let's make it illlegal asap to continue to allow the public to be so blatantly screwed by government.
