In my opinion, at least commas should be allowed. However it's most likely they want questions to actually be questions, instead of someone giving details and assuming people know what their question is.

Inappropriate questions can be trashed which hides them from view of users on the site, but only questions that contain personal information are allowed to actually be permanently deleted.

No one should stop asking questions on WikiAnswers. There is always some question about something that no one locally seems to know your question. There is always a question to ask, and questions make the world go round, so people shouldn't stop asking questions.
It is not necessary for a question of fact to include the word "should." Questions of fact typically seek to determine what actually happened or what is true, rather than prescribing a specific course of action.
