For people who want to enhance the look of their chest, there are a few things that they can do. If you have a bra that is about 1 or 1/2 cup size too big, then you can "stuff" your bra. If you do so with paper towels or toilet paper (both common), make sure it does not fall or slip out at any times and make sure you do not get wet, as then it will become noticeable. One girl I knew put small face washcloths in her bra. Otherwise, Bras are made with push-up designs and extra padding to give the appearance that you have a larger chest. Also, cleavage powder (it's like makeup that you put between your breasts and along the edge of your cleavage in a light line to create dimension) can help give the illusion of a larger chest in many girls.

Why? It's not a good thing to stuff your bra at all. But if you want to, I wouldn't stuff your bra with toilet paper I would use paper towels. I know they're rougher, but they are stronger to and you won't get any white pieces of paper stuck in your bra :3.
