Paso Finos arent usually above 16 hands so i would go with a five foot fence. Pasos can jump when spooked though so make sure it is tall enough to keep your horse in at all times. Also make sure that your horse can see the Fencing. Some barbed wire fences are almost invisible at night so i would get a thicker, brighter fence. A fence post for a 4-foot tall fence should be buried at least 2 feet deep to ensure stability and support.
