When you are too tall for your horse depends on several things. If you are riding for pleasure, so long as the horse can carry you and your legs don't touch the ground, you can ride. If you are jumping, your feet usually need to stay at girth level or higher.
Well ideally you would be riding a horse that you could easily mount from the ground if you needed to. But as the horse is too tall, then you should used a mounting block or a step stool. Also it is better for a horses back to mount from a mounting block as it helps to prevent back pain in the horse.
