If an air condition is single phase, then it can only be connected to a single phase source. Since any two legs of a three phase source are considered single phase, there is no conflict, except to note that the individual phases of the three phase source match the voltage requirement of the air conditioner.

There are some posibilities this are the most normals: 1 - The air blower radiator is licking or not working. 2 - The switch that comands the entrance to the air blower radiator can be broken 3 - You have a air lock and you need to heat your car until your thermostat opens and then take the hose that exits from the air blower radiator valve until hot water starts to come out. ( if you have to replace any of the previous parts you'll most lickly have to do this)
