Mix pure water (Distilled is best and cheapest.) with antifreeze in equal quantities and add directly to the coolant reservoir. Top off till a little over the max line to ensure you don't get low coolant light.

There is no such thing as Air Conditioning coolant.
You can find the 1997 Mercury Cougar low pressure port on top of the air conditioner compressor. The low pressure port will have a blue top.
The reservoir on my 2000 Cougar is behind the front passenger strut tower, it should be the same on your 2001, they are the same car under the hood.
To flush the radiator in a 1999 Mercury Cougar V6, first make sure the engine is cool. Put a bucket under the drain plug on the radiator, remove the cap and open the plug. Close the plug, fill the radiator with distilled water, then drain again. Repeat until the water comes out clean. Tighten the plug and fill the radiator with new coolant. Run the engine for about 10 minutes with the heater on high, then check the coolant level and add more as needed to complete the process.
This is one small problem with this generation Cougar, is that many of the low coolant sensors give false readings, saying that the tank is low when it is in fact, at the MAX line. To correct this, you can safely add coolant about .5"-1" above the MAX line without the reservoir overflowing when the engine get's hot.

When mercury is added to water, it does not dissolve or mix with water. Instead, it forms droplets due to its high surface tension and density. Mercury is insoluble in water and exists as separate droplets or beads.
Just add it in a ratio recommended by the anti-freeze manufacturer directly to the reservoir. If you still have a low coolant light once it is at the MAX line, you can safely add more for a little till the light goes off.
