If the picture started very small, you might not have much to go on. Changing the resolution size might help, though. Go to Image->Image size (alt-ctrl-l) and find the box that says 'resolution'. Enter a value that is at least 2000. Check the results.

∙ 12y agoYou can adjust the brightness levels/exposure/gamma of the image, or parts of the image, adjust the saturation, adjust the color balance (ie. how much of a color is in the image), remove or replace unwanted objects/artifacts, touch-up imperfections, and crop your images.

Image > Resize> Imagesize and select the resolution you want.
Be aware that low res picture forced larger will pixelate. You could try adding them in as a smart object and attempt to use the handles to bring up the size as well
