If the children are in mortal danger, contact the local child protection services in your area. They will remove them from the home and place them in foster care. If you are a relative, you can contact the protection service and they may recommend they be placed with you during an upcoming court hearing.
If they are not in danger, then you will have a hard time proving that the mother is unfit. You can file a custody claim in family court.
