The only way besides using a cheating device (eg. GameShark), would be to save just before initiating a battle with said Pokemon and keep battling it and resetting until you encounter it as a shiny (this would only work with Pokemon you walk up to to start a battle, like Kyogre or Groudon).
The chances of a Pokemon being shiny are one in 8192, so you may be there a while. Good luck, you'll need it.
