Take up classes on Coding, because Pokemon Blue, or any GB Pokemon game is really simple. (Difficult and time consuming, but simpler by today's standards.)

A Game shark is a decent substitute for hacking, but you must be cautious when using one. I have an item called "Code Breaker" and it was probably the last one ever sold. (Not literally, but more rare than game shark)

Its works so much better, and probably won't corrupt save game data if used properly, I have had mine for 10 years and it still works.

To complete your rescue team base, you need to have completed a certain rescue mission. That mission requires you to meet Ninetails first and complete three normal rescue missions before you receive this one.

The mission is in Uproar Forest, and it requires you to defeat a gang of Mankey on the 10th floor. Once they are defeated, you will meet them in front of your rescue base the next morning. They will offer their services (ie. renovating your base) in exchange for Chestnuts.

Chestnuts are only found on B9F of Uproar Forest and only serve to please the Mankey. They have no further use. Once the Mankey have eaten their share of Chestnuts which is 2. your base will be completed and you can continue the game.

Giving the Mankey Chestnuts is the only way you will upgrade your base. Your base will look like your starter Pokemon (not your partner).
