Wood shelves are typically painted by first applying a coat of primer to provide a base coat. A brush is then used to apply a thin, even coat of paint across the shelves once the primer has dried.
It's essential to make sure it's as smooth as possible, then prime it. Rub it down with 0000 steel wool, then prime it again. Now it should be ready for paint.
When you are painting, remember to paint with the grain and after you paint it (if it will be outside) let it sit and then water proof it.
