You have to configure your wifi connection.
For that, go to Settings, and Wifi.
Choose your wifi network, enter the password if needed, and you're done.

(remember iPod Touch has only wifi connectivity)
The internet application is already installed. Just go to the setting and you should see a wifi button. If you have a connection nearby it will show up. Then click it and it should connect. If there is not a connection then you are out of luck! :-(
