You can replace these rotors rather easily.I have a 99 Sephia and I also replaced the rotors,Purchase a 7 PC screwdriver bit socket set from sears to remove the set screws and that's it.Remove caliper bracket, set screws on rotor and rotor.

it was last year when i had to replace the hose BETWEEN THE FILTER AND THE FUEL LINE on my wife's 98 kia sephia. BUT, AS I REMEMBER IT, THE FILTER WAS ON THE PASSENGER SIDE NEAR THE DOOR, OR SOMEWHAT INSIDE OF THE WHEELWELL. I'LL FIND OUT FOR SURE TOMORROW WHEN I GET HOME FROM WORK.
There are two fuses that control the taillights on a 1998 Kia Sephia. Each fuse controls one taillight and are located in slots 33 and 34.

I have the same problem with my 1998 Kia Sephia and it is most likely the "sending unit" which is probably located in the gas tank. Could also be a short in a wire. When I fix mine I will re-post.
Are you asking about brake discs?A re't they slip off rotors? remove the front tires then the calipers then slip off the rotors.

Generally speaking, the voltage regulator is part of the alternator itself. It's usually common practice to just get a new or rebuilt alternator if you suspect the regulator is failing.
I am not familiar with this model, but best guess is to remove the wheel and caliper and go from there. There should be tutorials all over the internet if you Google something like "replace rotors diy"
