A 'TIN' is a Taxpayer ID Number and is issued by the Internal Revenue Serivce instead of (or in addition to) using the taxpayers Social Security Number.
One would have to assume that it is either a randomly computer-generated number or that it is, possibly, based on some type of numerical 'soundex' system wherein the number is coded to certain known facts about the taxpayer.
