The ABS warning light is being triggered by something else - likely a wheel sensor is sending off a trouble code.
I had my ABS codes read by a well equipped tire shop - I suspect a brake shop, general repair/service shop, of course the dealer, can read these codes and help diagnose the problem.
In my case, the left front ABS wheel sensor had failed - $45 (dealer price), and 20 minute DIY replacement job: ABS warning light immediately cleared itself the next time I started the vehicle.

Sometimes you can have a a pulsation while the brakes are adjusting after you have turned the rotors. You could wait a couple days and see if it corrects itself.
My mother-in-law had this problem. Mostly in the morn when it was cold. Of all things it turned out to be her breaks were shot. She had her front and rear brakes were replaced and now the brakes hold the van still. Hope this helps.

Your rotors need to be turned. They have become warped.
Not exactly sure on the Windstar, but recently had the same question for a Contour: try pulling on the lightswitch. Note: the fog lights on the Contour can only be turned on when the headlights are on.

Drum brakes are one of the easiest brake jobs to preform, but remember you may have to have your drums professional turned or possible replace them if warped.
