I gave up planting mine in the ground a few years ago. Moles would tunnel under and insects would nibble the bulbs. I purchased two large Emperor Fritillaria bulbs a few years ago and planted them in a large half whiskey barrel size container.
This is the 3rd year they have bloomed. I have a great show of long stems w/a heavy bloom this year. I treat them pretty much like any other bulb, tho I feed these more. IOW, let the stem die back.
Since we are north of Seattle, I mulch w/store bought moss in late fall. Be sure to hold this or other mulch down so it does not blow away. In early spring I peek to see new grow, then carefully pull the mulch away.

It depends what you mean by old flower bulbs. Bulbs that flowered the previous year will flower thefollowing year if they are left undisturbed or the foliage is allowed to die back naturally before lifting to allow the bulb to replenish for the next year.

It sounds to me like your bulbs are out. These bulbs have a lifespan just like the light bulbs in the lamps that you have at home. These are easy and cheap to replace, and you can usually access the bulbs from your trunk, if you own a car.
