Prior to the latter part of the 5th century AD, a king and his associates formed the oligarchy that ruled Athens. There was however a weak Popular Assembly that year by year gained more power. This Assembly consisted of all male Athenians over the age of 18. The assembly had greatly enlarged powers & could veto any laws created by the Areopagus who were elected by the Popular Assembly. With this power the Assembly could in affect declare war, and disburse monies that Athens needed to carry out its policies. The Assembly also elected a council of 10 generals which was in affect a type of policy making authority, however they held only 1 year terms. In the Athenian democracy any citizen was eligible to hold high public office with the exception of a general or treasurer. Unlike the old oligarchy, persons accused of a crime were entitled to a jury trial.
