In Judges 2:16, it is said that God raised up judges among the people to deliver them from their oppressors, but only when the people turned to God. Deborah was one of these judges.
In Judges 4:5, we see that she was an ongoing judge, having a certain spot that was named after her. Her place in Jewish history was not so much that she was a great military leader, but that she was doing her job according to the law of Moses in the books of instruction. Note too that she was married and and his name is included in the story.
So we see that she was essentially a magistrate in the Land, but had been given a mission by God to tell Barak to take military action. When Barak refused to do so unless Deborah came with him, she went. Her place in the following war was to be an adviser to Barak, not to fight herself.
In conclusion, Deborah was a judge, having done so many years, given that she had the place where she judged named after her. She was notable in that she was also a prophetess which was recorded in the chapter. So while she did not command the army, she was still instrumental in the victory that Barak had.
