It had been settled by different tribes who each took a slice of land, guilt a fortress for defence on a hill (acropolis) and developed a city around it. They thus became independent city-states with their own government, economy and defence forces. The cities went through various political phases - some or all of monarchy, oligarchy, tyranny, democracy.
