President Harding's efforts to return to normalcy were prevented by political scandal because there was a lot of scandal during his administration, which distracted from the plan. There was the Teapot Dome Scandal and Jesse Smith, assistant to Attorney General Harry M. Cramer was exposed as a "bagman." He was carrying bribes to and from the Attorney General's office.
