pretty much new doctrine was about slavery not allowed the north burnt the south down in the civil war so the south had lost all its money from slavery, farms, and had not started in industry. so they had to rebuild and could not be the old farming, share cropping good Ole' boys they had been. Public education was also catching on. The freedman's bureau did allot to take care of free Negros and the poor whites because both could not read or write. that's all i got.
