Initially the Aboriginies were not considered human by the Western settlers because of their seemingly primative culture. Therefore, they had no rights and were mistreated, discriminated and marginalised in their own country. Their mistreatment led to some controversy amongst the people, but it was not significant enough to make a difference until a 1967 refferendum, where Australians voted that Aboriginies should have the right to vote. This was one of the first times the Indigenous culture was nationally recognised to have some rights, and from here the development began. More recently, the past discrimination against Aboriginals has been hugely challenged as more and more people come to realise how they were mistreated, and how they deserve equal rights. Kevin Rudd hosted an "I'm Sorry" speech about the Stolen Generation, which was one of the first outright acknowledgments that the Indigenous culture was mistreated. Since then, work has begun to level the social status of the Indigenous culture and more and more people are challenging the government to aide this process, but there is still much to be done to fix over 2 centuries of social damage.

Yes. But the suit would be for discrimination against the tenant who is handicapped, not for discrimination against the handicap.
