It is kind of relative, according to the french, from 1769 (built a scale version) and in 1770 (full size version), Louis Cougnot equipped a three wheeled wooden wheeled sort of wagon with a steam engine, the front single wheel steered and drove the wagon (or cart), it was ment as a military transport but ended in a ditch after a few yars of driving, it was said to be unmanageable, the vehicle was named the "fardier". On March 8, 1886, Gottieb Daimler (a german engineer) took a stagecoach (made by Wilhelm Wimpff & Sohn) and adapted it to hold his gasoline engine (a development and improvement of Klaus Nikolaus Otto's four stroke engine), thereby designing the world's first four-wheeled automobile.

Also in the 1672, a french Jesuit monk buit the first "automobile" (as in self propelled vehicle) in China, but it couldn't carry passengers, it was a small self powered steam vehicle. So your question has diofferent answers depending of your definition of what a car is. Daimler's car, had four wheels, but no steering wheel or enclosure, it was just a horse stagecoach without the horses and with a steering lever or rod.
