Perhaps it did for France, but democracy existed in major forms in Greek city states as early as 800BC. Also the French revolution was preceeded by the American Revolution. Also keep in mind that none of these are actual democracies. Democracy is everyone votes. The best name we have for the governments of France and America are Democratic Repulics.
