It's because World War 1 actually didn't end in a full peace. British, Canadian, and American forces beat the German and Austrians. Germany was basically forced to sign the treaty that had them pay a massive sum of money and take all the blame and humiliation for starting the war which they did. Adolf Hitler, who lead the Nazi into WW2, was a soldier in World War 1. Hitler was filled with anger by the time he attacked. The other factor was countries were stronger and gave it their all. Countries had developed in between.
