The era after the Civil War was known as Reconstruction Period. During the war, President Lincoln passed the Emancipation Proclamation, which was later then recognized and people demanded equal rights, especially minorities and African Americans. According to my knowledge this amendment was passed in 1870 which was in the Reconstruction period.
A government chosen by the people is a democracy. It is supposed to represent "By the people, for the people."

The fact that people are complaining about democracy is itself a testimony to the success of democracy. It means that now people have gained consciousness about democracy and they expect something better every time from democracy.
The people during the Reconstruction were the Northerners, Southerners, and politicians. Abraham Lincoln was one of the presidents that wanted the North & South to put aside their differences.

The question is meaningless as asked: democracy and socialism cannot be contrasted that way. Democracy is a political term describing how a government is formed, and socialism is an economic term describing how people are treated.

The effects on black people during reconstruction were negative. Often the blacks did not have a home, a job, or a farm to feed their families. They were dependent upon the few people who were not prejudice to provide them opportunity. Many moved out west.
