For one thing, the sections were smaller, and the tuba wasn't invented until the 1840s. A common section was 2 horns and 2 trumpets. The trumpets typically played in octaves, doubling the timpani part. The horns also often played in octaves, playing accompaniment parts. Long, sustained tones were also common in horn parts.

Instruments were better made and in the Romantic Period, more brass instruments were added. In the 20 th century, percussion became more prominent( although there are still only 4-5 percussionists in an orchestra).
