The praetor does not compare to the US Supreme Court because he was an individual, not a court of judges. He was like a chief justice, and therefore, more comparable to the attorney general, but the two are different. Although both are top law enforcement officers the latter is a member of the cabinet and the head of the department of justice. The Romans did not have centralised form of government or cabinet. They did not have government departments either. The officers of state acted independently within the remit of their office. Therefore, the praetor was in charge of all legal matters and of the courts and the juries.
The praetor also had the power to lead an army and did so when Rome needed to mobilise a larger number of legions.
