During the Roman Republic the unelected senate which represented the interests of the aristocracy was crucial in creating a strong state. It debated matter of policy and issued advice which the consuls (the two annually elected heads of the Republic) usually followed. It also payed an important role in coordinating military actions and policies related to imperial expansion. It supervised the treasury and was responsible for the administration of the conquered territories.

The Roman republic was replaced by the period of rule by emperors. The emperors were absolute rulers who had a tight grip on the state and politics.
