It depends on who exactly you're asking about. Your question is quite vague.

If your question is aimed towards the royal family of Tonga and how they were started, then the answer would be that they- like other monarchys- have a geneology stretching all the way to God. Back then, it was believed that they were the "divine" and "chosen ones."

As far as Tonga is concerned, folklore tells the story that the line of the very first King of Tonga came about from the witnessing of a man walking down from the horizon- where the skies and the sea met- into Tonga. When really, the woman who saw this was just misinterpreting her observation of the King stepping off of a boat and onto shore. It just looked like, from afar, that he was descending from the skies.

But it is probably safe to assume that back in the colonial days of Tonga, a man made a stand to lead, protect and care for the people of the island. There were many chiefs that existed on the different islands of Tonga (i.g, Ha'apai, Tongatapu, Vava'u, and etc.) but perhaps they all fought to be the one ruler. Therefore, the Monarchy was born.
