Early American settlements needed governments to help solve problems and make rules. For example, in its first years, the jamestown colony struggled for survival until governor Thomas Dale took charge for created strict new rules. Settlers were punished if they came late to work or broke tools. Before the pilgrims landed in Plymouth, they drew up a document called the Mayflower Compact. In 1620 forty-one men signed the Compact, swearing to make "just and equal laws... for the general good of the colony." This document became the basis of their government.
The United States inherited democratic norms and modes primarily from the British. The type of parliamentary government and local councils that prevailed across Britain were replicated in the colonies. Additionally, the lack of direct interference from the British government in the day-to-day affairs in the colonies led to an increased local civic engagement. This kind of civic engagement was the forerunner to democracy.
