After the Treaty of Versailles, Europe saw an increase in democracy in basically all nations but Russia. However, once problems got worse and especially when the Great Depression hit, almost all European countries fell to either authoritarian or totalitarian governments (dictatorships), so there was a big step back from democracy.

When the fastest form of communication is a messenger on horseback, governments tend not to grow too large. Europe was settled by humans on foot; their governments tended to be pretty local.
There are different types of governments in Europe. Some are monarchies, constitutional monarchies, and republics.
